I'm often getting this error when sending mail using GMail account and SSL Secure SMTP:
Task 'GMail - Sending' reported error (0x800CCC7D) : 'Your outgoing (SMTP) server does not support SSL-secured connections. If SSL-secured connections have worked in the past, contact your server administrator or Internet service provider (ISP).'
After spending a lot of time fighting with my proxy configuration, I discover that it was a client-side problem:
Open Internet Explorer Properties -> "Tools" menu -> "Content" tab -> "Clear SSL State" button
