After IE7 installation I didn't found TABS, this could be caused by Google Toobar or other addons.
Solution1:
Ensure xmllite.dll and ieui.dll are in %windir%\system32
If they are there, use regsvr32 to register DLL
Solution2:
Into IE7 setup package there is also a folder called Update where you can find a package called xmllitesetup.exe, run this to fix problems
