I needed to import DTS from SQL 2000 to SQL 2005 and edit it as I did within Enterprise Manager..
I can easily import using DTSMigrationWizard.exe directly to MSDB but I'm unable to modify the DTS, from the SQL Newsgroup I discovered I can use DTS Designer Components and design legacy DTS packages from within SS2005 Management Studio.
