Error 1717: the interface is unknown

After restarting a Windows 2000 Advanced Server, I got the following error:

Error 1717: the interface is unknown

I also could not open the Event Viewer.

After comparing registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog, I discovered that event log were logging into a missing directory, I created them again and then restarted Event Log Service and everything works fine.

On a small business server 2008 sp2 server, we got this error when trying to start DNS, AD topology mapper, other services. Issue was that the event logs themselves in \%systemroot%\system32\winevt\logs would not open from another machine - the error was "file not found".
Removed the log files. Started the event viewer. It started. Started some other services. They started. Rebooted the server.
