PostGreSQL error Failed to run initdb: 128!

During installation of PostGreSQL 8.2 on Windows I got the error "Failed to run initdb: 128! " with an error log that is empty

I found a workaround:
Launch Setup, skip Initialize Task and Complete Installation

Verify permission on folders for user PostGres

Launch CMD and type runas /profile /user:postgres cmd
Type set pgdata=c:\PostgreSQL\data
Type CD C:\PostgreSQL\Bin
Type initdb -E SQL_ASCII
Start Service
