Windows 2003 has quite considerably increased the number of elements and areas that can be configured through the policy system.
A new interesting policy can be used to deny IIS installation or applications that required IIS.
The policy doesn't stop or otherwise disable existing IIS installations, it affect the Add/Remove SnapIn preventing users (and also Administrators) from installing IIS.
You’ll find this Group Policy setting in: Computer Configuration --> Administrative Templates --> Windows Components --> Internet Information Services --> Prevent IIS installation
Keep in mind that it only affects Win2003 (and presumably subsequent versions of Windows); Win2000 boxes don’t obey the setting
